Police Detail Information

The Massasoit Community College Police Department recognizes the need for safe and pro-active pedestrian and vehicle traffic flow at the College. The Department understands that at sporting and special events, a detail officer may be required to provide traffic control, security and/or crowd control. As such, the Department has authorized officers to work paid assigned police details in addition to his or her normally assigned shift. While on duty, the officers have the responsibility of enforcing laws, enforcing College Policy, and protecting the safety of the community at Massasoit Community College.

A police detail may be required by College Policy under the following circumstances:

  • Functions or events with an anticipated attendance of 100 or more people
  • Any function or event where alcohol is served.
  • Any function or event where the Department and/or College Administration have determined that a detail officer is required.

All detail requests shall be made through the Department of Facilities or through the Massasoit Police Department’s Detail Officer. Determinations of the need for and/or size of the police detail will be made by the Chief of Police or their designee.

All police detail inquiries shall be made through the Massasoit Police Department’s general business line at 508-588-9100 x1042.

Crime Statistics

The reports and statistics linked below correspond to each of the Massasoit Campuses, and provide statistics of all reported crimes that occurred on-campus, in certain off-campus buildings, property owned or controlled by Massasoit Community College, and public property within or immediately adjacent to and accessible from each respective campus. These reports are provided by the Massasoit Community College Police Department as required by the Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act (Clery Act), codified as 20 U.S.C.§1092(f) in 1989.

The purpose of the reports is to provide information about security on campus to include: campus and community crime statistics, policy information, safety tips, resource phone numbers, and a brief overview of the many services that Massasoit provides. Keep this information where it can be easily located; it serves as a useful reference source of information.

To request a printed copy of any campus report, please call 508-588-9100 extension 1041. As per federal requirements, Campus Security Reports are published on or before the first of October for the preceding calendar year.

Over the past 10 years the Massasoit College Police Department’s Bike Unit has become a common tool used in crime fighting and community policing. The bike patrol allows the officers to access the inner campus areas easier and quicker than on foot or by police vehicle. The Massasoit Police bikes are more then just a mode of transportation, and require each Bike Patrol Officer to attend a rigorous three-day police bike course, known in the law enforcement community to be COBWEB.

  • The contractor shall provide color copies of each workers driver’s licenses prior to them being on site.
  • Each employee may be subject to a criminal records check at the Police Department’s discretion.
    • It’s the company’s responsibility to communicate this to each employee.
    • In the event that an employee is unwilling to agree to submit to a criminal record check they will not be allowed access to the college.
    • It’s the company’s responsibility to inform the College Police Department of any employee who has been convicted or has open charges of a sex related crime; this includes but not limited to registered sex offenders.
  • Employees need to be identifiable by a uniform shirt, or badge system.
  • The College Police have the discretion to instruct workers to leave the property without an explanation.
  • Vehicles are to be parked in areas designated for contractors during individual college projects.
  • Each individual contractor or sub‐contractor will be responsible for registering the vehicles they will be using on campus with the Massasoit Police Department (MPD) prior to beginning work. A placard will then be issued by MPD for the duration of the project and for the designated parking area.
  • All containers brought on to or taken off of the property and vehicles are subject to inspection by the College Police Department at anytime without notice.
  • Access will only be granted to work areas actively having work preformed within.
  • Workers shall not be on the College property outside of the agreed upon hours of work without permission of Vice President William Mitchell.
  • College Police Staff will not make decisions or grant permission regarding work or specification issues, changes or answer job related questions. Vice President William Mitchell, or designee, is the only authorized individual.
  • The contractor shall provide College Police information pertaining to the amount of contractors on campus prior to starting work. For example, the amount of contractors in individual buildings.
  • It is the contractor’s responsibility to ensure proper contact information of the project manager or site superintendent.
  • College Police shall be provided with a detail schedule pertaining to the project, hours of work, and approximate shift completion time.

Obtaining a Restraining Order:

You must go to the local district court to obtain a restraining order. The Court has trained domestic violence advocates that are there to assist you with completing the paperwork. If court is not in session, the Massasoit Community College Police Department or the police department of the city or town that you reside in can assist you with obtaining an emergency restraining order.

Legal Requirements for obtaining a 209A Protective order:

To get a restraining order, a judge must recognize that you are being abused or afraid of the person you are getting the order against. You can request an order against:

  • a spouse or former spouse
  • a present or former household member
  • a relative by blood or a present or former relative by marriage
  • The parent of your minor child
  • a person with whom you have or had a substantial dating relationship.

How the Massasoit Community College Police Department or residential police department can help: 

When coming to the Massasoit Community College Police Department to obtain an emergency restraining order, we will assist you with completing the application and affidavit (written statement). We will then telephone an “on-call judge” who will review your application and affidavit. The judge will likely want to talk to you on the telephone to determine if the circumstances allow for an emergency restraining order to be issued.

Serving the Defendant with the Order:

The law enforcement agency that has jurisdiction will serve the order to the defendant.

Your appearance in Court:

After obtaining an emergency restraining order you will still need to attend a court hearing, usually 3-10 days after you obtain the order, where a judge will review this order. The court will have an advocate on site to assist you through this process and answer your questions. The defendant will also have a right to contest the order.

What happens at Court:

  • All restraining orders are reviewed by a Judge between the hours of 8:30 A.M. and 4:30 P.M. in a courtroom you will be instructed to appear in.
  • When your name is called, go to the front of the courtroom, up to the Judge’s bench or where you are otherwise instructed to stand. The microphone records your testimony for the court, it does not make your voice louder.
  • For the Judge to issue a restraining order, the Judge must determine that the person seeking the order is in fear of the defendant. This fear can be based on the recent incident and/or the history of abuse.
  • You can request that the defendant leave the home and stay away; you can request that the defendant refrain from abuse; you can request custody of your children, support for your children; and restitution for damages caused by the defendant as well as requesting custody of family pets.
  • The NO CONTACT portion of the order means the defendant cannot come near you, cannot call you, cannot write you letters or send you cards, cannot send you flowers or leave you notes, and cannot send someone else to talk to or call you on the defendant’s behalf. It does not matter whether the contact involves any threat or not. The defendant simply CANNOT contact you.
  • The Judge can order the Police to collect from the defendant any guns, FID card and/or keys to your home, car, etc. If you want any of these taken away from the defendant when he is served with papers by the Police, make sure you ask the Judge to order this.
  • If the Judge gives you custody of any children under the age of eighteen, you have temporary legal custody. The decision is YOURS as to whether visitation will occur or not. Many times, individuals arrange for a third party to communicate with the defendant regarding visitation issues. Note: A Probate Court order can overrule the District Court 209A order for custody or visitation.
  • The order that you first receive is called the “temporary order” and is valid for up to ten days (according to the court calendar). If you want your restraining order extended beyond the ten-day period, you MUST return to the courthouse on the date indicated on your order. On that day, you can request that the order be extended for up to one year. The defendant has the right to appear at this ten-day hearing. If you are still in fear of the defendant, explain this to the Judge and request an extension of the order. KEEP YOUR COPY OF THE ORDER WITH YOU AT ALL TIMES and make sure that a copy is given to the Massasoit Community College Police Department.
  • Often, people requesting a 209A have been the victims of crimes. You have the right to file criminal complaints. In domestic violence situations, the complaints may include assault and battery, assault and battery with a dangerous weapon, threats, malicious destruction, and stalking. Incidents should be reported to the Police Department where the crime was committed. Applications for complaints are filed with the Clerk’s Office. If you have any questions about this process, please call a Victim Advocate in the District Attorney’s Office.
  • If at any time you decide to modify or drop the 209A order, you MUST return to the Clerk’s office and have the order changed or dropped (vacated) by the Judge. If the order is not vacated and the defendant has contact with you, the defendant is subject to mandatory arrest. It is recommended that the order names “Massasoit Community College” as a location that the defendant is prohibited from entering.
  • If there is any violation of this order, contact the Police immediately. A violation of the order is a criminal offense, and the defendant can be arrested for violating the restraining order.

What to do you when you have received a restraining order and how to make sure the Massasoit Community College is aware of it:

KEEP YOUR COPY OF THE ORDER WITH YOU AT ALL TIMES

Bring your copy of the restraining order as soon as possible to the Massasoit Community College Police Department at the Brockton (SC-145) or Canton campus (C202). The order will then be copied, documented, and entered in our confidential electronic filing system.

Provide an updated copy of the order to the Massasoit Community College Police Department each time that it is amended or modified by the court.

Students, faculty, and staff are strongly encouraged to register their laptops. The Massasoit Community College Police Department offers you the following two ways to register your laptop.

Register your laptop with the Massasoit Community College Police Department. The registration process is a free service provided by the College Police Department. MCCPD maintains a database that stores the make, model, and serial number of your laptop. In the event of the loss or theft of the laptop, MCCPD will be able to provide you with that information, which could help facilitate the recovery of the laptop. Please visit the College Police Department on the Brockton or Canton Campus to register your laptop.

In addition to the registering your laptop with the College Police Department, the second method to register your laptop is through the Security Tracking of Office Property program (STOP). STOP provides a theft prevention and recovery system for our Community. For a $10 registration fee your laptop will be registered in a database that is good for the life of the computer. Your laptop will be fitted with a unique, tamper-proof patented plate, with a barcode and indelible tattoo.

GENERAL PARKING RULES

• No Parking on the road or in the fire lanes.

• No Parking on the lawns (unless directed by a Police Officer).

• Students shall not park in Faculty/Staff Lots.

• No Parking in Staff Lots.

• Student parking decals must be displayed and visible at all times.

• No Parking in the Bus Stop.

• No Parking or Driving on the on any campus sidewalks.

• Students, Faculty, and Staff shall not park in designated visitor areas.

PARKING DECALS

Parking decals are required to park in Faculty/Staff and Student parking lots. Decals are available at the Campus Police stations in Brockton and Canton. Please complete the Massasoit Parking Decal Application form and return it to either station along with your vehicle’s registration and your driver’s license. The forms are also available at each station.

OVERNIGHT PARKING

People wishing to leave a vehicle on campus overnight must report to the College Police Office to obtain the required pass. All vehicles without permission and/or issued pass will be ticketed and/or towed.

TRAFFIC ENFORCEMENT

The Massasoit College Police enforces all motor vehicle moving violations of Chapter 90 of Massachusetts General Law

HANDICAPPED PARKING

Handicapped Parking is ONLY for those students who display a placard or have handicapped plates issued from the Registry of Motor Vehicles. All other vehicles found in the handicapped spaces are subject to fine.

FINES

The Massasoit College Police will issue parking tickets to all vehicles that are parked improperly or in areas that have special designation. If payment is not sent to County Treasure within 21 days, the violator will be subject to an extra penalty of $10.00.

The mission of the R.A.D. Systems is to establish an accessible, constantly improving and internationally respected alliance of dedicated Instructors. These Instructors in turn, will provide educational opportunities for women, children, men and seniors to create a safer future for them. In doing this, we challenge society to evolve into an existence where violence is not an acceptable part of daily life.

Why R.A.D.?

R.A.D. is the largest network of its kind with over 11,000 Instructors receiving training in our systems to date. These Instructors teach at various colleges, universities, and municipal law enforcement agencies as well as various other community organizations internationally. R.A.D. has trained more than 900,000 women since the program began in 1989. The cornerstone of R.A.D. Systems, this course has its foundations in education and awareness. The course includes lecture, discussion and self defense techniques. It’s suitable for women of all ages and abilities. Classes range from a total of 9 to 12 hours over 3 or 4 days, depending on the Instructor(s).

R.A.D.is the only existing program with a free lifetime return and practice policy, honored worldwide.

R.A.D. has developed specialized simulation techniques and equipment for use by certified R.A.D. Instructors.

R.A.D. is the only self-defense program ever endorsed by the International Association of Campus Law Enforcement Administrators (IACLEA), National Academy of Defense Education, the National Self- Defense Institute (NSDI) and Redman Training Gear.

Massasoit Community College Police R.A.D. Program

The R.A.D. System of women’s self defense balances the need of women to acquire self defense education in a relatively short period of time by providing short term training opportunities in a progressive building block format. Combined with R.A.D.’s trademark Lifetime Return and Practice Policy each student will participate in basic hands on self defense techniques accompanied by a crime prevention and risk reduction lecture. The class is taught by RAD Instructor Certified Officers of the Massasoit Community College Police Department. This twelve hour course of instruction, taught over four days of three hour increments will provide a basic knowledge of self defense and crime prevention education.
